<div class="phx-topic">US truckload shippers aren’t surrendering their long-held pricing power as uncertainty disrupts freight volumes and sends them back to the negotiating table with truckload carriers. More and more shippers are pressing for mini-bids as expectations for volumes and rates fluctuate because of US tariffs and the trade war with China. Contractual rate increases have been in the low-single-digit to mid-single-digit percentage range, according to carriers, lower than they had hoped for late last year but still increases, rather than the decreases they experienced in 2023 and 2024. But neither shippers, carriers nor third-party logistics partners have a clear view of the road ahead. Uncertainty has US truckload carriers tightening their belts as never before with the freight downturn that began in 2022 entering its fourth year. That decline has already exceeded the length of any freight downcycle since the Great Recession of 2008 and 2009. And its persistence is changing the way shippers take truckload freight to market. “We are seeing an increase in the number of shipper mini-allocation events [mini-bids] to address carrier turn backs or performance issues arising from the initial event outcomes,” Mark B. Rourke, CEO and president of Schneider National, one of the largest US truckload carriers, told Wall Street analysts in a first quarter earnings call last week. Some of those “performance issues” cited by Rourke relate to volumes that are lower than carriers expected when they signed contracts earlier this year or late last year. Truckload volumes are dropping, or are expected to drop, because of rising US tariffs and the US trade wars with China and other trading partners, Rourke and other executives said. “We're seeing, on a regular basis, more and more mini-allocation events because of something not working right on behalf of the customer,” Rourke said. “Not committing our capacity at rates that we believe don't recognize the value we're providing ... allows us then to say yes to these newer opportunities that are more attractive.” <h3>Hedging amid uncertainty </h3>Mini-bids are often used by shippers to hedge against price increases when markets are in transition, as the truckload market appeared to be at the beginning of 2025. The freight downturn was expected to end by mid-year but now may continue until late this year or even 2026, although carriers hope for a rebound if trade disputes are settled. “Early in the first quarter, several indicators, both internal and external, were pointing to positive momentum in the truckload market,” Andrew Miller, CEO of Knight-Swift Transportation Holdings, told Wall Street analysts in an earnings call earlier in April. Those indicators changed quickly as new tariffs arrived and trade disputes kicked into high gear. That dampened or eliminated an expected seasonal build-up in freight in March and April. “We are not seeing the increases build like we had originally anticipated,” Miller said. He expects “negative disruptions in volume” in the near-term. Even so, Knight-Swift is seeing low to mid-single-digit percentage increases in renewal rates in new contracts. <h3>Capacity cuts coming </h3>Because of continuing market uncertainty, large truckload carriers that already have shed substantial capacity over the past three years are planning to cull even more trucks and rein in capital expenditures. That’s reflected in preliminary orders for new heavy-duty trucks, which shrank 52% in April year over year, according to ACT Research. That’s likely to push the Journal of Commerce Truckload Capacity Index (TCI) even lower. The TCI, a measure of truck capacity at some of the largest US truckload providers, dropped from 76.6 in the third quarter to 75.7 in the fourth quarter, its lowest reading in 10 years. The index is down 18.8% from its mid-2022 peak reading of 93.2. <div class="wrapper-narrow"><dynamic-object type="jocchartid" resource-id="74878cf7-b1f7-4787-b304-a428aaa9a11b"></dynamic-object></div>“We are tightening our equipment fleet by selling underutilized tractors and trailers that will lead to lower depreciation and greater utilization of our remaining assets,” Miller said April 23. "We made the choice to tighten that up and pull a few hundred tractors out of the network to just clean up any excess capital that we have that we're not utilizing today.” Werner Enterprises reduced its tractor count by 4.7% year over year in the first quarter, ending the period with 7,440 tractors, both company-owned and contracted owner-operated trucks. Both its one-way truckload and dedicated fleets were reduced, though the dedicated fleet now represents 65% of Werner’s total fleet. But new contract awards in the dedicated business should boost overall capacity in the second and third quarters, Chairman and CEO Derek J. Leathers said in an earnings call last week. “While our one-way fleet is smaller versus prior years ... we remain committed to serving specific specialized segments,” including Mexico cross-border, he said. If US tariffs “stick,” Leathers anticipates higher costs for trucks and other equipment. “We expect low single-digit percent increases to the cost of equipment and parts, but with favorable offsets with growing demand and improve resale value of used equipment,” he said. <div class="phx-topic">UPS no longer owns a less-than-truckload (LTL) subsidiary, but that doesn’t mean it’s lost all interest in LTL freight. The largest US package carrier has “reintroduced” UPS Ground with Freight Pricing, a service option that targets shipments weighing more than 150 pounds typically hauled by LTL carriers as part of a palletized shipment. “This positions us to be the only small package carrier that offers parcel-like pricing for less-than-truckload shipments, which is a true differentiator,” Carol B. Tomé, UPS CEO, said in a first-quarter earnings call last Tuesday. UPS’ major small package competitor, FedEx, owns its own LTL carrier, although it plans to spin off FedEx Freight in 2026. The service is being revived by UPS at a time when LTL shipping costs are rising, with the US long-distance LTL producer price index (PPI) up 5.5% year over year in March and 6% on average in the first quarter. Overall, the selling prices the PPI represents have climbed 12.1% since Yellow, once one of the largest LTL carriers, collapsed in July 2023. <div class="wrapper-narrow"><dynamic-object type="jocchartid" resource-id="397d0614-9019-449a-8ca0-64a882efbfbf"></dynamic-object></div>As LTL prices rise, shippers show more interest in alternative modes and shipping options. “We see customers choosing other options in certain instances when we’re taking rate increases,” Matthew J. Batteh, CFO of LTL carrier Saia, said in an earnings call last week. “Customers always challenge the pricing increases that we propose.” With excess truckload capacity available and truckload rates still climbing out of the trough they entered in 2023, some shippers have tried to consolidate LTL shipments into truckloads. But parcel and package shippers have long vied for LTL freight through hundredweight programs and other options similar to ground freight pricing. “They’re bringing back LPL or less-than-pallet load, which they used to have before they bought the LTL business [UPS Freight, sold in 2021],” said Satish Jindel, president of research firm SJ Consulting Group, which covers both LTL and parcel business. “They’re looking for shipments that are higher revenue per parcel.” UPS believes it can move those shipments at a better rate for shippers than an LTL carrier. Boxes, shrink-wrapped together on a pallet, are at the core of LTL volumes, Jindel said. “Shipments under 250 pounds represent 25% of total LTL volumes, and under 500 pounds 45% of the total. Those shipments could be sitting ducks for UPS, depending on how they go after them. They don’t want the pallets, just the nice brown boxes.” UPS sold UPS Freight, now TForce Freight, to <a href="https://www.joc.com/article/ups-freight-sold-to-canadas-tfi-for-800-million-5250895">TFI International for $800 million</a>. Under the 2021 sale agreement, TFI agreed to continue to utilize UPS’ domestic package network to fulfill shipments for five years. <h3>UPS, Amazon shifting freight </h3>UPS is also looking to bolster US domestic package volume, which fell 3.5% year over year in the first quarter. Ground package volume dropped 2.5% in the quarter, while volumes moving through its deferred service fell 17.3% from a year ago. That countered a 7.1% increase in international package volume, pulling UPS’ total volume down 1.9%. Some of the decline came from UPS’ reduced reliance on Amazon, which UPS calls a “glide-down” in volume. The company said it would close 73 facilities and <a href="https://www.reuters.com/markets/us/ups-reports-fall-first-quarter-revenue-2025-04-29/">cut 20,000 jobs</a> as part of that reduction. UPS plans to reduce its Amazon volume by 50% by 2026, largely by dropping unprofitable shipments from Amazon fulfillment centers. “The Amazon volume we plan to keep is profitable and it is healthy volume,” Tomé said. UPS first announced the revival of the ground freight pricing offering in early April, alongside UPS Ground Saver, a business-to-consumer shipping option that offers a slower, economy version of UPS ground package service for less urgent packages. Coincidentally, the announcement came the same day Amazon launched its foray <a href="https://www.joc.com/article/amazon-ltl-offering-is-no-threat-to-standalone-carriers-odfl-5990215">into the LTL business</a>. <div class="phx-topic">The Indian government on Friday imposed an abrupt ban on Pakistan-origin cargo passing through its ports, raising the risk of schedule disruptions for services with twin market coverage in India and Pakistan amid rapidly deteriorating political relations between the two neighbor nations. “Direct or indirect import or transit of all goods originating in or exported from Pakistan, whether or not freely importable or otherwise permitted, shall be prohibited with immediate effect, until further orders,” the government said in a May 2 decree. “This restriction is imposed in the interest of national security and public policy.” Local mainline carrier sources told the Journal of Commerce the restrictions have “effectively” made direct vessel calls to either Karachi or Port Qasim operationally impossible for services also calling India. CMA CGM, Mediterranean Shipping Co., Maersk, Hapag-Lloyd and Ocean Network Express (ONE), all have Pakistan-linked westbound services out of West India, with connecting loops to North America and North Europe. Carriers are already troubleshooting to ward off potential customs issues at Indian ports for vessels that were already in transit. The CMA CGM Bianca, for example, has turned back to Port Qasim to offload Pakistan containers before “re-proceeding” to India, delaying the ship’s arrival in Nhava Sheva by at least three days, carrier sources said. A spokesperson at Maersk said the carrier is closely monitoring the developments and working on contingency plans, even though it does not facilitate direct export/import movements between the two countries. Maersk operates two long-haul services with stops in Pakistan, the FI3 (Northeast Asia-India) and Mawingu Express (India-Middle East-Africa) routes, as well as multiple warehousing centers in and around Karachi.  Other notable long-haul services calling Pakistan include MSC’s Indus and ONE’s WIN loops, both of which connect to the US East Coast, and ONE’s India-North Europe IOX string. Connor Helm, manager of ocean procurement at forwarder Flexport, voiced concerns over potential additional changes resulting from the India-Pakistan standoff. “Carriers have not issued official notices, but AIS tracking of USEC services like Hapag-Lloyd’s TPI and CMA-CGM’s Indamex reveals [routing] changes,” Connor told the Journal of Commerce. “Hapag-Lloyd’s vessel Nagoya Express, after calling Port Qasim on May 1, was due in Nhava Sheva on May 3 but diverted south to Colombo [in Sri Lanka] likely to transship Pakistani cargo to the AA7 or US4 services for the US East Coast.” The recent ocean freight yield for carriers out of Karachi has been higher than that of West India for USEC loads by $300 to $500 per container, which, for Hapag-Lloyd spot bookings to New York, stood at $3,285 per TEU and $3,533 per FEU as of Friday, industry data shows.Industry sources also believe those diversions could become a new source of transshipment gains for the Port of Colombo after the Red Sea-linked buildup.  Contact Bency Mathew at <a href="mailto:bencyvmathew@gmail.com">bencyvmathew@gmail.com</a>. </div>

Carriers are already troubleshooting to ward off potential customs issues at Indian ports for vessels that were already in transit. The CMA CGM Bianca, for example, has turned back to Port Qasim to offload Pakistan containers before “re-proceeding” to India, delaying the ship’s arrival in Nhava Sheva by at least three days, carrier sources said. A spokesperson at Maersk said the carrier is closely monitoring the developments and working on contingency plans, even though it does not facilitate direct export/import movements between the two countries. Maersk operates two long-haul services with stops in Pakistan, the FI3 (Northeast Asia-India) and Mawingu Express (India-Middle East-Africa) routes, as well as multiple warehousing centers in and around Karachi.  Other notable long-haul services calling Pakistan include MSC’s Indus and ONE’s WIN loops, both of which connect to the US East Coast, and ONE’s India-North Europe IOX string. Connor Helm, manager of ocean procurement at forwarder Flexport, voiced concerns over potential additional changes resulting from the India-Pakistan standoff. “Carriers have not issued official notices, but AIS tracking of USEC services like Hapag-Lloyd’s TPI and CMA-CGM’s Indamex reveals [routing] changes,” Connor told the Journal of Commerce. “Hapag-Lloyd’s vessel Nagoya Express, after calling Port Qasim on May 1, was due in Nhava Sheva on May 3 but diverted south to Colombo [in Sri Lanka] likely to transship Pakistani cargo to the AA7 or US4 services for the US East Coast.” The recent ocean freight yield for carriers out of Karachi has been higher than that of West India for USEC loads by $300 to $500 per container, which, for Hapag-Lloyd spot bookings to New York, stood at $3,285 per TEU and $3,533 per FEU as of Friday, industry data shows. <div class="phx-topic">Hopes that US paper and forest product exports will see another year of growth were fraying even before the biggest buyer, China, slapped 125% tariffs on inbound shipments. In March, the Chinese government suspended imports of US logs due to the alleged detection of forest pests such as bark beetles and longhorn beetles in shipments. That came just weeks before the back-and-forth tariff standoff between the US and China battered the industry in April. “All of our clients have had their Chinese orders either canceled going forward or everything on the water has been rerouted to Vietnam or back to the US, so it’s a bit of a bloodbath right now. It’s brutal,” said Stephen Zambo, CEO of AGL Group, a forwarder specializing in paper and forest products. While Vietnam has absorbed some of the redirected volume, Zambo said the country lacks the infrastructure and consumer demand to match China’s appetite for US forest products used in its own internal construction and homebuilding. <div class="wrapper-narrow"><dynamic-object type="jocchartid" resource-id="9fa0ca3d-527f-46c8-b8ee-758d5cc09f3e"></dynamic-object></div>Total containerized export volumes grew 5.3% year over year in 2024, led by an 18% jump in shipments from the Port of Savannah, which handles nearly one-third of all outbound paper and forest products, according to PIERS, a sister product of the Journal of Commerce within S&amp;P Global. Those results came after several consecutive annual declines that left volumes 31.5% lower than in 2019. Mainland China accounted for 29.1% of US paper and forest product exports last year, followed by India (7.4%), Vietnam (6.2%) and Japan (3.9%). <h3>Tied to the US economy </h3>Forest product exports are particularly sensitive to the US housing market, according to Zambo and industry economists. Many American hardwood logs and lumber are exported to China and Vietnam for use in cabinetry, flooring and furniture, products that are then often imported back to the US. When demand weakens for the finished goods, so too does demand for the raw materials used to produce them. Recent housing data points to additional headwinds in 2025. US housing starts fell 11.4% in March from the month prior to an annualized rate of 1.32 million units, the steepest decline since April 2020 during the onset of the COVID-19 pandemic, according to federal statistics. Approximately 60% of residential construction companies surveyed by the National Association of Home Builders said suppliers have already raised prices or announced increases in material costs due to tariffs, with input prices rising 6.3% on average. “This will likely only add to existing affordability challenges, which, combined with an expected slowdown in the economy, will weigh on the homebuilding industry over the coming quarters,” TD Bank economist Andrew Foran wrote in an <a href="https://economics.td.com/us-housing-starts-and-permits">April 17 investor note</a>. The American Forest and Paper Association (AF&amp;PA) is also closely monitoring the Trump administration’s evolving trade policy toward Canada and Mexico, warning that new or increased tariffs could harm an already fragile sector. The group said that turning wood chips into a paper product requires several steps that occur in different facilities in Canada, Mexico and the US in an integrated cross-border supply chain. Paper products are duty-free for now, if they meet the rules of origin established under the US-Mexico-Canada Agreement (USMCA) negotiated in 2020. But the AF&amp;PA remains concerned about the effects of tariffs on certain raw material inputs from Canada that are involved in the manufacturing process. The world of LTL is slow to embrace change. Business anachronisms permeate current supply chain processes. These vestiges of the way things used to work define the LTL freight transportation procurement process of many modern shippers.David Knuth, logistics specialist at IEWC, a global supplier of cable and wire based in Wisconsin, is happy to have modernized the RFP process, automating the entire LTL bidding procedure with Bid$ense, SMC³’s automated truckload and LTL freight transportation sourcing solution. But when prompted, he can still recall what once was.In his previous job, a large part of his duties were consumed by creating an intermodal bid package for carriers. In a spreadsheet, Knuth detailed the company’s volumes lane by lane, taking care to delete any errant keystrokes or misleading data. He would then email out the information to each carrier, taking time to respond to detailed technical questions about the spreadsheet data. Finally, he had to compile all the results, create an algorithm that would compare the carriers on each lane, and award the business.“It was a huge undertaking. It took about four months to do,” Knuth said of the old process. “It was almost a full-time job for that part of the year, every year.”In his new job at IEWC, he sat down with Bid$ense on day one and was amazed at the capabilities. Knuth had never before used a bid tool. SMC³’s latest versions of Bid$ense automate the process even further, taking truckload and LTL RFPs entirely online. The tool draws on RFP best-practices protocols to streamline the bidding communication process, enabling bidding carriers to respond accurately and promptly to shipper requests. The solution also does all the distribution work automatically, electronically submitting shipper bid data to carriers based on their actual service capabilities and performance records. Carriers are alerted with timely prompts for RFP deliverables, so shippers aren’t waiting by the phone for responses.Another benefit of automating the process is the data-cleansing assistance. When Knuth sent spreadsheets to carriers, data errors might cloud the bidding process; he might have to resend data or simply accept a price that did not truly reflect the costs of doing business. Data cleansing is incredibly beneficial, he said.The spreadsheet technique also made bidding analysis an onerous task. Since Bid$ense automates and streamlines the entire RFP process, intensive examination is now simple. SMC³ knows that each bid has more than one best outcome. With uniform responses from each carrier, shippers can quickly rank results and create an unlimited quantity of what-if scenarios to make the optimal procurement decision.Jesse Burnett of Central Garden &amp; Pet experiences many of the same benefits. Founded in 1980, Central Garden &amp; Pet has spent the last three decades growing from a small garden supply company to a provider of a range of products from dog chews and bird seed to soil supplements and natural insecticides. For much of its life, the company shipped these disparate goods via LTL and truckload carriers to retailers throughout the country, relying on each business unit to negotiate directly with their freight transportation providers. This arrangement worked fairly well for a small company, but as Central Garden &amp; Pet expanded, leadership decided to consolidate decision making.Burnett helped centralize the transportation decision making in 2015 with SMC³’s Bid$ense. Before Bid$ense, every business unit operated independently as far as negotiating with carriers.“There were a lot of different things just floating around,” he said. “We didn’t have master agreements in place; no national pricing at all. The pricing from carriers was just all over the place, depending on where you were.”The transformations he saw with Bid$ense were immediate. Burnett has been using the tool about every other year since its implementation at the company. Central Garden and Pet’s $19.6 million 2019 LTL bid saved the company just more than 9 percent when compared to its historical average. For Burnett, though, bid automation extends far beyond savings.“We knew that we weren’t getting the best pricing offer from our carriers just because nothing was centralized,” he continued. “We knew that if we combined everything from all these business units and paired it with one corporate offering, then it would drive some cost benefit with it.”When the company initially decided to centralize bid procurement, executives researched a number of different methodologies and technologies. In the end, though, Burnett found that Bid$ense was both widespread and well known, and that his carrier partners already knew how to use the application. Burnett also highlighted the data-cleansing process as a major benefit, saying the rigorous process ensures that carriers always return the best price.“It definitely has helped drive savings,” he said. “Any time you go out there and you drive that competitiveness with the carriers and they know they’re in a bid environment, it seems to sharpen their pencils.”Transportation procurement is an integral part of the modern supply chain. With Bid$ense, shippers can develop a strategic implementation plan that saves them time and money, but also helps them create strong relationships with their carrier partners. Dedicated LTL study is a necessity, not a luxury. At the same time, changes in LTL and the broader supply chain world are accelerating. The reliance on e-commerce has ballooned since the start of the pandemic, and last-mile LTL shipments and related e-commerce strains on the supply chain won’t diminish once social distancing abates. That genie isn’t going back into the bottle. So supply chain employers need logistics workers that are fully versed in all aspects of the industry, ready to solve unique shipping and delivery problems based on their extensive supply chain knowledge But why care about LTL? It’s been reported that some shippers in today’s world are no longer concerned with what mode is used to ship their goods.
