The announcement ups the ante among the three carriers competing for the Puerto Rico market share held by Horizon Lines, which will exit the trade at the end of the year. Horizon ranks second among Puerto Rico carriers in volume. Its ships had a 28.8 percent share in the trade during the first nine months of this year, according to PIERS, the data division of JOC Group. Other Puerto Rico carriers and their year-to-date shares through September are Crowley, 34.1 percent; Sea Star, 24.7 percent, and container-on-barge operator Trailer Bridge, 12.1 percent. Crowley is building two vessels powered by liquefied natural gas to replace its 1970s-vintage triple-decked barges. TOTE, parent company of Sea Star, has also ordered two LNG-powered vessels to meet stiffer clean-air regulation from the U.S. Environmental Protection Agency. Sea Star said the barge it will add to its service has capacity of 800 forty-foot-equivalent containers. The company said it will announce operational details later. “Sea Star Line is committed to meeting the needs of Puerto Rico. We know that people depend on the weekly shipments that supply food, medicine, and other commodities,” Tim Nolan, the company’s president, said in a statement. “We want to ensure that changes happening in the market do not negatively affect daily life in Puerto Rico and are exploring the best options for consistent, reliable service in 2015.” Horizon’s departure is expected to allow remaining carriers to bolster rates. Carriers have struggled with weak demand from the stagnant Puerto Rico economy. U.S. mainland-Puerto Rico volume in 2013 totaled 562,000 twenty-foot-equivalent units, down 12 percent from 2007, according to PIERS. The trade was roiled by a price-fixing conspiracy that netted prison sentences for six former Horizon and Sea Star executives and guilty pleas by Horizon,Sea Star and Crowley for antitrust violations between 2002 and 2008. Following the antitrust investigation, which was preceded by two rounds of private equity ownership, Horizon underwent a reorganization that averted bankruptcy but left the company with heavy debt and no way to upgrade its old ship to meet environmental standards that will be toughened in 2020. In addition to closing its Puerto Rico service, Horizon agreed to sell its weekly Alaska service to Matson, which competes with TOTE between the Pacific Northwest and Alaska, and its Hawaii service to Pasha, which competes with Matson between California and Hawaii. <div class="phx-topic">Mediterranean Shipping Co. widened its already leading market share among ocean carriers as its fleet added the most ships in the first half of 2025, according to Alphaliner. Many of those new ships, though, are entering non-US trades as trans-Pacific demand appears to be ebbing for the remainder of the year. MSC’s fleet grew 5.5% in the first half, Alphaliner said in its weekly newsletter Wednesday. Only Ocean Network Express (ONE) saw a higher growth rate during that period at 5.9%, but MSC outstripped others for the most new capacity, adding some 365,173 TEUs to its fleet, Alphaliner said. The additional capacity, a combination of newbuild deliveries and acquisitions of second-hand ships, brings MSC’s total fleet to over 6.6 million TEUs, Alphaliner said. It added that MSC’s “relentless pursuit of capacity” has widened the gap with its former 2M partner Maersk, which added 170,371 TEUs during the first half of 2025 and brought its capacity to 4.5 million TEUs. “To put this into perspective, this gap [between MSC and Maersk] is equal to the entire fleet of ONE,” Alphaliner said, adding MSC is expected to take delivery of another 380,000 TEUs of newbuild capacity during the second half of 2025. Alphaliner said Maersk’s goal is not to enlarge its fleet as much as it aims to replace older vessels and make its network more efficient. But the mini rush will be short-lived, with imports falling month to month between August and November, the National Retail Federation (NRF) and Hackett Associates said in their latest Global Port Tracker (GPT). “The tariff situation remains highly fluid and retailers are working hard to stock up for the holiday season before the various tariffs that have been announced and paused actually take effect,” Jonathan Gold, NRF’s vice president for supply chain and customs policy, said. “Retailers have brought in as much merchandise as possible ahead of the reciprocal tariffs taking effect...” The White House’s unexpected extension of a 90-day pause in new tariffs that were due to take effect July 9 caused the NRF and Hackett to upgrade their import projections for July through October compared with June’s GPT. And while Gold said the brief extension was “greatly appreciated” by retailers, he chided the Trump administration for the seeming whiplash nature of its tariff policy. “...Uncertainty over tariffs makes it increasingly difficult for retailers to plan, especially small businesses that have no capacity to absorb tariffs,” he said. “...It is vital for the administration to finalize negotiations with our trading partners and provide stability and certainty for US retailers.” <h3>Big bump in July forecast </h3>The GPT’s updated forecast calls for 2.36 million TEUs in US imports in July, up almost 11% from the June GPT and surpassing the 2.32 million TEUs brought in during July 2024. July is the only month in the second half of 2025 forecast to see year-over-year increases, so far. In August, retailers expect US imports to reach 2.08 million TEUs, up 5% from the forecast made in June but more than 10% under the 2.32 million TEUs imported in August 2024. September import projections were upgraded to 1.82 million TEUs — up 2.2% from the projection made last month but nearly 20% below year-ago levels. October’s import forecast increased by just half a percent to 1.81 million TEUs, 19.1% below volumes from October 2024. In its initial forecast for November, the GPT pegs imports at 1.7 million TEUs, down 16.2% year over year. Amid the forecasts for significant year-over-year import declines for the second half of 2025, Hackett Associates founder Ben Hackett pointed to supply chain uncertainty exacerbated by shifting tariff policies. “The global supply chain functions best in a trade environment that is smooth and predictable,” he said. “Instead, it has been forced to contend with erratic policies and geopolitical volatility.” The latest GPT projects June’s import volumes will come in at 2.06 million TEUs, up about 2.5% from the forecast made last month. <div class="phx-topic">CMA CGM has implemented a series of adjustments to its premier “Indamex” service between India and the US East Coast (USEC) to better compete with its peers on the trade lane, including dropping a long-time call at Charleston. The move was made to improve westbound transit times that remain a challenge due to ongoing vessel diversions around southern Africa. The French carrier will also phase in three additional ships into the network to offer a weekly rotation as consistently as possible as sporadic void calls continue to vex schedule reliability. The service has blanked four Indian sailings through June and July. “The Indamex lineup is being reinforced by adding three vessels to the fleet,” CMA CGM said in a customer advisory. With the enhancements, the carrier estimates the Indamex roundtrip voyage duration will improve to 84 days from the current 90-plus days. The full revised rotation will be Pakistan’s Port Qasim, Nhava Sheva, Mundra, Colombo, New York, Norfolk, Savannah, and back to Port Qasim. But CMA CGM said the call at Port Qasim remains restricted to import discharge operations amid transit cargo restrictions for Pakistani containers at Indian ports, an issue tied to recent regional trade tensions. The reorganized routing also removes a temporary call to Khalifa Port in Abu Dhabi that the carrier introduced in May to handle Pakistani transshipments, which are now expected to be relayed entirely over Colombo in Sri Lanka. CMA CGM has implemented a series of adjustments to its premier “Indamex” service between India and the US East Coast (USEC) to better compete with its peers on the trade lane, including dropping a long-time call at Charleston. The move was made to improve westbound transit times that remain a challenge due to ongoing vessel diversions around southern Africa. The French carrier will also phase in three additional ships into the network to offer a weekly rotation as consistently as possible as sporadic void calls continue to vex schedule reliability. The service has blanked four Indian sailings through June and July. “The Indamex lineup is being reinforced by adding three vessels to the fleet,” CMA CGM said in a customer advisory. With the enhancements, the carrier estimates the Indamex roundtrip voyage duration will improve to 84 days from the current 90-plus days. The full revised rotation will be Pakistan’s Port Qasim, Nhava Sheva, Mundra, Colombo, New York, Norfolk, Savannah, and back to Port Qasim. But CMA CGM said the call at Port Qasim remains restricted to import discharge operations amid transit cargo restrictions for Pakistani containers at Indian ports, an issue tied to recent regional trade tensions. The reorganized routing also removes a temporary call to Khalifa Port in Abu Dhabi that the carrier introduced in May to handle Pakistani transshipments, which are now expected to be relayed entirely over Colombo in Sri Lanka. For Indian loads, the changes are due to begin with the Belita that has an estimated time of arrival of July 13 in Nhava Sheva Port, berthing data shows. The Indamex service has been a long-time market leader on the India-USEC route. It is now a standalone operation for CMA CGM following Hapag-Lloyd’s exit from the network in February as it shifted to the Gemini Cooperation alliance with Maersk. Comparatively, ocean capacity from Asia to US East and Gulf coasts will be trimmed by just 1.7%. Mediterranean Shipping Co. this week suspended its Pearl service to Long Beach, with the last sailing out of Xiamen on July 13, according to Kuehne + Nagel’s SeaExplorer tool. The world of LTL is slow to embrace change. Business anachronisms permeate current supply chain processes. These vestiges of the way things used to work define the LTL freight transportation procurement process of many modern shippers.David Knuth, logistics specialist at IEWC, a global supplier of cable and wire based in Wisconsin, is happy to have modernized the RFP process, automating the entire LTL bidding procedure with Bid$ense, SMC³’s automated truckload and LTL freight transportation sourcing solution. But when prompted, he can still recall what once was.In his previous job, a large part of his duties were consumed by creating an intermodal bid package for carriers. In a spreadsheet, Knuth detailed the company’s volumes lane by lane, taking care to delete any errant keystrokes or misleading data. He would then email out the information to each carrier, taking time to respond to detailed technical questions about the spreadsheet data. Finally, he had to compile all the results, create an algorithm that would compare the carriers on each lane, and award the business.“It was a huge undertaking. It took about four months to do,” Knuth said of the old process. “It was almost a full-time job for that part of the year, every year.”In his new job at IEWC, he sat down with Bid$ense on day one and was amazed at the capabilities. Knuth had never before used a bid tool. SMC³’s latest versions of Bid$ense automate the process even further, taking truckload and LTL RFPs entirely online. The tool draws on RFP best-practices protocols to streamline the bidding communication process, enabling bidding carriers to respond accurately and promptly to shipper requests. The solution also does all the distribution work automatically, electronically submitting shipper bid data to carriers based on their actual service capabilities and performance records. Carriers are alerted with timely prompts for RFP deliverables, so shippers aren’t waiting by the phone for responses.Another benefit of automating the process is the data-cleansing assistance. When Knuth sent spreadsheets to carriers, data errors might cloud the bidding process; he might have to resend data or simply accept a price that did not truly reflect the costs of doing business. Data cleansing is incredibly beneficial, he said.The spreadsheet technique also made bidding analysis an onerous task. Since Bid$ense automates and streamlines the entire RFP process, intensive examination is now simple. SMC³ knows that each bid has more than one best outcome. With uniform responses from each carrier, shippers can quickly rank results and create an unlimited quantity of what-if scenarios to make the optimal procurement decision.Jesse Burnett of Central Garden &amp; Pet experiences many of the same benefits. Founded in 1980, Central Garden &amp; Pet has spent the last three decades growing from a small garden supply company to a provider of a range of products from dog chews and bird seed to soil supplements and natural insecticides. For much of its life, the company shipped these disparate goods via LTL and truckload carriers to retailers throughout the country, relying on each business unit to negotiate directly with their freight transportation providers. This arrangement worked fairly well for a small company, but as Central Garden &amp; Pet expanded, leadership decided to consolidate decision making.Burnett helped centralize the transportation decision making in 2015 with SMC³’s Bid$ense. Before Bid$ense, every business unit operated independently as far as negotiating with carriers.“There were a lot of different things just floating around,” he said. “We didn’t have master agreements in place; no national pricing at all. The pricing from carriers was just all over the place, depending on where you were.”The transformations he saw with Bid$ense were immediate. Burnett has been using the tool about every other year since its implementation at the company. Central Garden and Pet’s $19.6 million 2019 LTL bid saved the company just more than 9 percent when compared to its historical average. For Burnett, though, bid automation extends far beyond savings.“We knew that we weren’t getting the best pricing offer from our carriers just because nothing was centralized,” he continued. “We knew that if we combined everything from all these business units and paired it with one corporate offering, then it would drive some cost benefit with it.”When the company initially decided to centralize bid procurement, executives researched a number of different methodologies and technologies. In the end, though, Burnett found that Bid$ense was both widespread and well known, and that his carrier partners already knew how to use the application. Burnett also highlighted the data-cleansing process as a major benefit, saying the rigorous process ensures that carriers always return the best price.“It definitely has helped drive savings,” he said. “Any time you go out there and you drive that competitiveness with the carriers and they know they’re in a bid environment, it seems to sharpen their pencils.”Transportation procurement is an integral part of the modern supply chain. With Bid$ense, shippers can develop a strategic implementation plan that saves them time and money, but also helps them create strong relationships with their carrier partners. These carriers appreciate the solution’s data-cleansing process; when carriers receive a complete shipment history and future volume forecast, they don’t have to guess on pricing. If there’s one immutable truth in the world of logistics, it’s this: LTL is an inherently complex form of transportation. Tariffs, rates, DIM weights, transit times — it’s enough to confuse even seasoned logistics professionals. LTL is not an industry of broad-brush strokes; supply chain professionals really need a pointillistic understanding of the logistics of LTL in order to excel in the industry. Accelerating Need for Dedicated LTL Education This lack of specified training put the onus on employers to prepare new hires with the LTL knowledge needed to do their jobs. Dedicated LTL study is a necessity, not a luxury. At the same time, changes in LTL and the broader supply chain world are accelerating. The reliance on e-commerce has ballooned since the start of the pandemic, and last-mile LTL shipments and related e-commerce strains on the supply chain won’t diminish once social distancing abates. That genie isn’t going back into the bottle. So supply chain employers need logistics workers that are fully versed in all aspects of the industry, ready to solve unique shipping and delivery problems based on their extensive supply chain knowledge But why care about LTL? It’s been reported that some shippers in today’s world are no longer concerned with what mode is used to ship their goods. A Multimodal Approach Ensures On-Time Delivery This mode agnosticism means supply chain stakeholders have to be well versed in all modes of transportation. As unforeseen weather events and other disruptions, such as protests, become more common, savvy logistics employees will need to be armed with familiarity of all modes, not just the most popular, to ensure that freight is delivered on time, without damage, and in the most financially expedient way possible.
